Astoria approves preconstruction contract with Emery & Sons for lift-station rehab

City staff told the Astoria City Council that three sewage lift stations (numbers 3, 4 and 5) are nearing the end of their service life and require rehabilitation; the stations handle between about 1,000,000 gallons per day in low seasons and up to 18,000,000 gallons per day in heavy rain events, staff said.
Because the project requires specialized technical input and long-lead materials, staff recommended the construction-manager/general-contractor (CMGC) delivery method so the contractor can provide constructability input during design to avoid costly change orders. Staff reported receiving four proposals and recommended Emery and Sons Construction Group LLC as the most qualified. Councilor Adams moved that the city approve a contract with Emery and Sons in the amount of 61,160 for phase 1 preconstruction services; the motion was seconded, called and the council voted 'Aye' (motion carries).
Councilors thanked public works and engineering staff for their work preparing the procurement materials and scoring matrix and noted the importance of updating nondiscrimination language in future contracts.
