Public Works Committee presses for higher standards in closing out 2025 road program

At its April 1 meeting the Village of Spring Grove Public Works Committee reviewed outstanding issues on the 2025 road program, agreed to site visits where deficiencies remain, and urged assigning a senior engineer and a contractor-quality checklist to prevent future costly repairs.
Chairman Robb Heaney and members spent the most time on closing out the Village's 2025 road program, starting with Public Works Supervisor Mike Frer asking for updates on outstanding items. Supervisor Frer said the committee must resolve defects before final acceptance; Engineer Steve Bicking and Member Bob McMahon agreed to visit locations where issues remain. Committee members discussed the scope of hold-back retainage and expressed frustration with the quality of past contractor work. BZO Walczak recommended the Village provide a checklist of expectations to on-site engineers, and members and Engineer Bicking agreed the Village's program "is not a training opportunity for engineers" and that one senior engineer should be assigned to the Village program to raise quality expectations and reduce future repair costs. Members said they will review proposed areas for future road programs.
