The administration explained the timing aligns with the city's FY2029 budget cycle and that funding is projected in the capital reserve for fire operations. The Fire Chief described mechanical problems with a reserve engine that was flooded during Hurricane Harvey and warned that falling behind on replacement cycles strains first-responder capacity.
Council members asked whether delaying the purchase would reduce current-year budget pressure; staff noted the POing and delivery schedule means the expense would not hit the city until delivery and budgeted years later. The council also discussed reimbursement financing resolutions that typically cover fire apparatus to smooth cash flow; staff said typical financing is over five years.
After discussion, the motion to approve the purchase passed with recorded support; one council member recorded a nay. Staff will proceed with the procurement and financing steps described in the packet.
