Windsor Locks moves to zero-based budgeting for FY27, schedules public budget forums in January

Superintendent Parkhurst told the Board the district will shift to a zero-based budgeting process for FY27 and reviewed a draft timeline that builds in community input.
Board members discussed logistics for public engagement and approved adjustments: a Board workshop and public forum on Saturday, Jan. 10, 2026; moving the Jan. 22, 2026 meeting to 7:00 p.m. with a community budget forum from 6:00–6:45 p.m.; and providing babysitting during the forum to encourage parent attendance. Greg Guyette moved to approve the timeline with the discussed changes; Alba Osorio seconded and the motion passed unanimously.
The Board's adoption of a zero-based budgeting approach signals a change in how departments will justify baseline spending during FY27; the Superintendent will bring the calendar and related materials back for Board review prior to Dec. 1, 2025.
