George Scott, Director of Veterans Affairs, asked the committee to send the Veteran Service Officer job description to an external classifier to ensure the description reflects current duties and workload. Scott said the role had long been part-time and had never been graded; it later became full-time and was paid with grant funding, and Scott emphasized the caseload has continued to grow.
"The caseload continues to increase," Scott said, stressing that the job description should accurately reflect the position's duties. Scott also described funding and benefit-related circumstances associated with the position's history during the discussion. The committee moved to recommend accepting the job description for classification/grading by Mr. Mark Nottley; the motion passed unanimously (moved by Eric Gustad, seconded by Shayne Machen; Ayes: All; Motion Carried).
Appendix D contains the full job description, which lists required credentials (VA accreditation or ability to qualify, preference for veteran status, proficiency with Microsoft Office and case-management software), duties including preparing claims packets, managing emergency grant programs, conducting research into military and medical histories, and representing veterans before the U.S. Board of Veterans Appeals. The committee's action was a recommendation to the full Board; any changes to pay, benefits or staffing would follow classification results and Board approval.
