Committee recommends Planner II/Zoning Administrator job description be graded

Katie Gruenberg, Manistee County Planning Director, told the committee that growth in contracted zoning services has increased expectations on county planning staff, and she requested that one Planner I position be regraded as a Planner II/Zoning Administrator. Gruenberg noted the department currently holds contracts for zoning with five communities, has a signed Landbank contract and is in the process of adding Maple Grove.
"With the growth in the department and the relationships that have been built with the communities there are now expectations to fulfill," Gruenberg said, arguing there is no current step between Planner I and the Planning Director and that upgrading a position would address that gap. The committee voted to recommend the Planner II job description be sent to Mr. Mark Nottley for classification/grading (moved by Eric Gustad, seconded by Shayne Machen; Ayes: All; Motion Carried).
Appendix C in the packet defines the Planner II/Zoning Administrator/SESC Operator position and lists qualifications including a bachelor's degree and a minimum of three years' experience as a professional planner (or an equivalent combination of education and experience), required certifications to be obtained after hire and duties ranging from technical review and GIS mapping to managing planning projects and preparing meeting packets. The recommendation is to send the job description for classification; any reallocation of staff or compensation changes would come after grading and full Board action.
