He also said the harbor will propose changes to how annual mooring permits are transferred after state guidance from CRMC, aimed at preventing privatization of a public asset and recapturing revenue for public access improvements.
Land added that cruise‑ship revenues are projected to rise in 2027 and that the harbor is pursuing more major sailing events such as SailGP, which require interagency coordination with state police, the Coast Guard and DEM; he said the harbor has handled similar large events and can scale up with additional staffing.
The council thanked Land and requested follow‑up on timing and funding plans for the patrol boat and pier work.
