City Lights preliminary‑plat extension approved over neighborhood objections

The Tulsa Metropolitan Area Planning Commission approved a one‑year extension for the City Lights preliminary plat Feb. 5, voting 6‑3 to grant the extension. Commissioners Craddock and Turner‑Addison joined Commissioner Humphrey in voting against the extension; Commissioners Bulmash, Fugate, Hood, Rosene Robinson, Shivel and Walker voted in favor.
Ms. Turner‑Addison read a letter from Jane Malone, president of the Chamberlain Area Neighbors, which opposed the extension, saying the project would depress property values, increase crime and drug use, and called the proposal racist. Resident Earnest Kellum raised concerns about an easement adjacent to his home, citing poured concrete and drainage problems. Applicant Mark Capron emphasized that the item was a plat extension — the zoning is already in place — and that the delay is tied to infrastructure work, in particular an ONG trench that prevents paving and filing of the final plat. Capron told the commission he was willing to meet with neighbors to discuss outstanding concerns; the commission approved a one‑year extension per staff recommendation.
