Mayor Safford introduced a resolution to refer the Saratoga Hospital PUD amendment to the city and county Planning Boards and Design Review Boards. He also proposed a separate resolution to declare the City Council the lead agency for the PUD amendment (a technical SEQRA‑style determination).
Commissioner Moran and others cautioned the council that lead‑agency review is technical and can take substantial time; one commissioner recommended a separate meeting to walk through the documents with planning staff and outside experts. Planning staff and commissioners recalled prior lengthy reviews and recommended scheduling a dedicated session rather than completing a complex lead‑agency review in the middle of a regular council agenda.
