Board opts for one-year SPARC treasurer services; approves insurance, appropriations and other finance items

The board voted to contract with the Stark Portage Area Computer Consortium (SPARC) for one year of treasurer services after the district drew little interest when hiring an in-house treasurer. Board members and administrators said the SPARC arrangement will be a flat fee and can save the district money on retirement and leave costs; one speaker, who described returning to help districts as treasurer, noted experience across districts and support services SPARC can provide.
Separately, the board approved temporary appropriations for fiscal year 2027, authorized treasurer transfers and year-end adjustments to close FY26 (to be confirmed at the July 9 report), and approved an insurance package after a presenter said the total premium rose $415 from the prior year. The board also approved contracting Julian Group to prepare 2027 financial statements on a cash basis as a cost-saving measure; members discussed audit tradeoffs before approving the recommendation.
The SPARC treasurer contract was approved for a one-year trial; administrators said the district expects savings but will reassess after the contract term.
