Trustees split over whether to send bakery‑stand draft back to planning commission

Trustees at the Village of Greendale were sharply divided over process after an applicant submitted a large revised ordinance packet the day before the meeting.

Trustee Unger moved to refer the amended bakery‑stand text back to the Plan Commission for a more detailed review and to limit one commercial stand per county park, excluding Trimborne Farm. Supporters of the referral argued staff and the Plan Commission needed time to vet the applicant’s 80‑page submission and to add specific conditions for traffic circulation, parking, and hours. "We need to get this right," one trustee said, urging staff to review the late materials.

Opponents of the referral said the Planning Commission had already reviewed the matter, that repeated referrals would increase costs, and that the Board—elected to make final decisions—should act. Village staff cautioned that approving a conditional‑use framework without detailed conditions could force the village to issue permits if applications met the ordinance's bare requirements. The referral motion failed by roll call; after further debate the Board then declined to adopt the ordinance and voted to deny the amendment.

Trustees debated tradeoffs between acting promptly for a small business and ensuring the code language contained sufficient guardrails to protect park character and local businesses.
