At the Jan. 22 Tulsa Metropolitan Area Planning Commission meeting, multiple nearby residents described nuisance and safety concerns tied to events held at the subject property north of East Admiral Place and N. 91st East Avenue. Opponents asked the commission to leave the lot RS-3 (residential) rather than allow CS commercial uses.
Clayton Boyce told the commission he has called police numerous times and said events there run "until two or three in the morning"; he said approving commercial zoning would make the problem worse by increasing traffic and noise. Dewayne Boyce said he had observed as many as 22 cars at some events and reported that "there were gunshots fired on New Years Eve". The opposition submitted that the current event activity is more like a private club of friends and family than a neighborhood business.
Supporter Don Milligan said the applicant has helped clean up the property and indicated he favored commercial zoning. Commissioners asked applicants and staff questions about enforceability; the record shows neighbors favoring residential zoning while several commissioners said regulated commercial use with set hours could reduce ad hoc late-night gatherings.
The commission recommended CS zoning 10-1; the matter proceeds to City Council for final action.
