The motion passed 11‑0‑0 (motion by Shane Hood, second by Turner‑Addison).
Staff told commissioners the requested CBD zoning aligns with the downtown land‑use designation and the Downtown Small Area Plan, which supports mixed‑use redevelopment and revitalization of historic buildings in the inner downtown area. The staff report noted the property is not in a floodplain and observed limited tree canopy in the downtown area; no public speakers were recorded on this item.
