"This summer alone with credit recovery, we're able to offer that at a 25% rate decrease from what other vendors are doing," Harper said. The board asked follow‑up questions about pacing and what constitutes 'success'; Harper replied that success in the pilot was effectively a passing post‑test tied to the standards the student lacked.
