Council flags parking, sewer and right-of-way risks for downtown projects

Councilors repeatedly raised parking and infrastructure as central constraints for downtown housing projects. Staff said downtown parking capacity is limited, county fleet uses some nearby lots and sewer lateral or right-of-way access may require engineering work; "the parking garage and off-site parking a big consideration in this," a staff member said while describing feasibility concerns.
Because of those constraints staff recommended issuing the Darigold RFP later in the summer to allow time for county coordination and to embed realistic parking assumptions into the procurement package. Councilors also discussed whether certain ground-floor uses (for example, daycare) that have different peak parking patterns should be encouraged or limited by scoring to reduce long-term parking pressure.
