Councilor Davis moved to approve the contract award and Councilor Conklin moved the contingency authorization; both motions carried by voice vote.
Councilors asked staff to add explanatory narrative to procurement materials so non-technical readers understand this was a low-bid procurement on an identical bid package. City staff and the city engineer said the bids were apples-to-apples and that the low-bid procurement route was appropriate for this scope of work.
