Council approves CMAR pre-construction services; Florence Gray Center project backed by $7.5M state award

The council authorized pre-construction services to ALBORG Construction Corporation for the Florence Gray Center renovation project and was briefed on the grant funding that makes the work possible. The contract includes a $39,000 pre-construction fee and an anticipated guaranteed maximum price (GMP) not to exceed $5.5 million to be presented for approval when available.
Teresa Crane, Director of Resilience and Sustainability, told the council the Rhode Island Pandemic Recovery Office increased the award to $7,500,000 for improvements at the Florence Gray Center. The funds must be used for workforce development, health care delivery, and education and must result in a certificate of occupancy by October 2026. Newport agreed to serve as fiscal agent for the grant and to partner with Middletown on program delivery.
Councilors asked whether Middletown would have procurement input; staff said Newport is the fiscal agent and will manage contracting while coordinating program operations with partners, including the Newport Housing Authority and the Boys and Girls Club. The council approved the pre-construction authorization and the principle of moving forward under the grant terms.
Next steps: negotiate the GMP and return to council to approve the full construction contract and budget.
