Skokie SD 69 adopts Standard Response and Reunification Protocols for drills and reunification

Kristine Joaquin Schubert, Director of Student Services for Skokie School District 69 (Skokie SD 69), presented the district’s adoption of the I Love U Guys Foundation’s Standard Response Protocol (SRP) and Standard Reunification Method (SRM).
Schubert said the SRP “focuses on how to respond to any emergency instead of trying to plan for every possible situation” and summarized the five SRP actions: Hold, Secure, Lockdown, Evacuate and Shelter. She told the Board that SRP signage is posted throughout buildings and that annual drills use the SRP language so staff and students know the required actions. The presentation noted SRM components such as a designated reunification area, identification checks, controlled release, and documentation to ensure authorized guardians are reunited with students.
Schubert reported that Morton Grove Police Department led SRM drills with district staff during the summers of 2024 and 2025 and collected feedback to improve the process. The Board was told the drills helped staff practice different roles and clarify responsibilities during reunification. The Board did not take a separate vote on the presentation; the protocols were presented for information and operational implementation.
The presentation and drill work were described as part of ongoing safety planning that is reviewed annually with Morton Grove and Skokie public-safety partners.
