Council holds first reading of ordinance to adjust water, storm-sewer fees

The Waynesville Village Council held the first reading of Ordinance No. 2024-039 on Nov. 4, a measure that would adopt a new schedule for water rates and adjust the storm-sewer charge.
Finance Director Jamie Morley told council the proposal would increase water rates by 4% spread over three years and lower the storm-sewer fee from $6.00 to $4.00. Morley said that "unless a resident uses over 11K gallons of water a month, they should not see an increase in their water bill." The council moved the ordinance forward for its first reading on a 7-0 roll call after Chris Colvin moved and Zack Gallagher seconded.
Morley also reported an outside increase in distribution fees reported by AES that could affect unmetered lighting costs; she said AES notified staff that the unmetered light rate is doubling. Councilmember Zack Gallagher additionally warned residents that Centerpoint is applying to raise its distribution fee through the PCO, a separate utility process that could affect future budgets.
The first reading advances the ordinance for subsequent consideration; no final adoption occurred at this meeting. The council is expected to address the ordinance in a future meeting where additional public notice and opportunity for discussion will be available.
