Presenter outlines master plan, potential 40,000–50,000 sq ft building and revenue-bond funding model
Summary
Mr. Bozon said the 2025 budget includes master-planning services (~$180,000) and modeled a potential 40,000–50,000 sq ft new building funded with a revenue bond without assuming a tax-rate increase; larger projects would require exceeding the voter-approval rate and trigger an election.

Mr. Bozon told the Hutto ISD board that master planning is underway and the 2025 budget includes about $180,000 to pay planning consultants.
"Somewhere between 40, and 50,000 square feet, potentially could be funded, utilizing a revenue bond," Mr. Bozon said, adding that the model assumes no immediate tax-rate increase and stays within allowable maintenance-and-operations growth. He said the institutions expect to continue sharing the current building while building out new educational spaces over time.
He explained that larger building sizes would be possible if the community and board adopted a tax rate above the voter-approval threshold, which would effectively require an election process. The presenter recommended further financial analysis with advisors before moving forward on bond sizing or phases.
