Staff said the district installs cameras when a request meets the legal eligibility criteria and that those installations are documented and maintained under TEA and district procedures.
District staff warned trustees that universal camera installation could create privacy and FERPA concerns for students not eligible under the statute, increase legal and operational risk, create equity questions between classroom types and impose additional data‑storage and access burdens. During the discussion staff emphasized that eligible requests are reviewed promptly and installed when they meet the legal criteria.
