Assistant Superintendent of Finance Becky McManus explained that Enterprise Products Operating LLC requested an amendment to its existing value-limitation agreement under Chapter 313 of the Texas Tax Code, effective Dec. 12, 2022. The proposed Amendment No. 1 would modify Exhibits 1, 3 and 4 to reflect a Reinvestment Zone resolution approved Jan. 26, 2026 and to update the project description and qualified property location.
District counsel noted seven existing 313 agreements would require amendments and recommended trustees review conflict-of-interest policies before acting. The board received the amendment request but took no action on Amendment No. 1 at this meeting.
