Finance Director Ross Hyatt presented the City of Jerome’s preliminary Fiscal Year 2027 budget, outlining a $29.9 million spending plan and a proposed timeline that sets the tentative budget on Aug. 4 and schedules a public hearing and final adoption for Aug. 18. Hyatt said the city’s taxable value “increased substantially from $1.2 billion to $1.4 billion,” and staff will seek more detailed assessor reports to identify whether the rise is mainly commercial or residential.
Hyatt described key budget drivers: $7.6 million in salaries and benefits (a 7.6% increase from FY2026) that includes a proposed 4% salary increase, and a projected 22% rise in health insurance premiums. He recommended incremental utility rate adjustments to manage inflation and capital needs — a 5.5% increase for water operating and capital rates, a 5.5% increase for wastewater operating and capital, a 6% irrigation increase and a 4% sanitation increase tied to the PSI contract. Hyatt told the council the average sewer bill is approximately $66 per month. The council will receive the preliminary budget books for detailed review before the Aug. 4 tentative budget meeting.
