Stark County CUSD 100 approves FY2026 final budget amid tighter funding

The Stark County Community Unit School District #100 Board of Education approved its Fiscal Year 2026 final budget on Sept. 22, 2025, and directed the superintendent to file the document with county clerks and upload it to the Illinois State Board of Education.
Superintendent Brett Elliott told the board the proposal models potential negative balances in several funds as a ‘‘worst-case scenario’’ while noting the district does not plan to expend every dollar budgeted: "the budget is set up to provide for a worst-case scenario and we do not plan to expend every dollar budgeted." Elliott said tighter conditions stem from flat federal Title I, II and IV funding and rising costs for health insurance and salaries; he identified the Transportation Fund as likely to show pressure because of a planned mini-van purchase for the fleet.
Board member Mrs. Leezer moved to approve the FY2026 Final Budget; the motion was seconded by Mr. West and passed 6-0. The board’s action completes the local approval step and authorizes administrative submission to county clerks and ISBE for final posting and review.
The budget discussion included staff guidance that the district expects to remain under budget if emergency funds are not needed, and that some funds were modeled as negative only to reflect conservative planning. The board received no public comments during the budget hearing and closed the hearing before voting.
