The City Council voted to award the rehabilitation contract for Loughberry Lake Dam to Wind Construction for an amount not to exceed roughly $7.6 million.
Commissioners said the dam was reclassified in 2019 as a high‑hazard structure and that rehabilitation work will bring the dam into compliance with New York State Department of Environmental Conservation safety requirements. "This project is critically important because with the frequency of severe weather increases because of climate change, the cost of a dam failure could be in tens of millions of dollars," a council member said during discussion.
Officials noted the project plan follows a 2016 engineering assessment and subsequent design work addressing embankment and spillway deficiencies, and that Schnabel Engineering recommended awarding the construction contract to Wind Construction. Council members described the award as a long‑sought infrastructure priority following years of planning.
