Developers presented a revised layout for the Bemis Heights / Lexington Road parcel, saying they had worked with state and federal reviewers and now proposed a smaller plan than earlier approvals. Applicant Art Curdo said the property originally had approvals for dozens of lots and that the revised layout is a compromise seeking roughly 14–16 buildable lots while minimizing wetland impacts; consultant Dominic Rico said the plan will disturb roughly 3.2–3.5 acres (about 14% of the parcel) and proposed a conservation easement for remaining land.
During public comment, multiple neighbors warned the board about seasonal traffic surges near the racetrack, the single entrance/exit onto Lake Avenue, groundwater and basement flooding tied to springs beneath the neighborhood, and potential fire-safety access problems. The board moved to obtain an advisory opinion from the Planning Board and to defer lead agency to the Planning Board for the subdivision review; both procedural steps carried on the record so the Planning Board will conduct fuller review, including traffic and environmental analysis.
