The Saratoga Springs City Council voted to approve the proposed 2025–2030 capital program after a roll‑call vote at its Sept. 3 meeting, moving the multi‑year blueprint toward implementation.
Deputy Mayor Kernan, who presented the plan, said the committee prioritized critical infrastructure and aligned projects with the city's climate initiatives. “This project is estimated to cost approximately $25,000,000,” Kernan said when describing the proposed new police station, which the presentation listed as a candidate site either on Williams Street or behind City Hall. The capital program package also listed a bike park with a near‑$1,000,000 total and roughly $935,000 earmarked for water and sewer upgrades.
The council emphasized that the program is a funding plan, not an immediate outlay for all items. Kernan said the capital committee will meet quarterly to review schedules and ensure interdepartmental coordination. Commissioners noted the need to assess the city’s borrowing capacity before final project financing is set.
The vote came after public comment highlighting neighborhood safety and differing views on the bike‑park proposal. Supporters said a dedicated park could provide safer training for riders, including electric‑bike users; opponents questioned whether the expenditure matched neighborhood priorities.
The program passed on a roll‑call vote. Council members who raised concerns during debate said they wanted clearer debt‑limit and bonding plans during the upcoming budget season. No final financing decisions were made at the meeting.
