Council refers Saratoga Hospital PUD amendment to planning boards, declares council lead agency after debate

The City Council voted to refer the Saratoga Hospital PUD amendment to the city and county planning boards and the City of Saratoga Springs design review board for merit review, and later declared itself lead agency for SEQR/SEQR environmental review after a lengthy debate.
Several neighbors and residents urged the council to scrutinize parking and traffic impacts before moving forward. "The hospital's once again proposing a medical office building now called the Center for Successful Aging...The space is limited, and we have not heard a credible or realistic plan as to how the parking will be accommodated," Alice Smith said during public comment, urging a thorough environmental review.
Councilors discussed whether the planning board should instead be the SEQR lead agency; some members expressed concern they needed planning staff and the city attorney available during the lead-agency review to answer technical questions. One commissioner said the review can be technical and time-consuming and suggested a special session to work through the SEQR questions. The council voted to take lead status; commissioners reserved the right to request more information and to return the matter to the planning board if questions remain unresolved.
Commissioners emphasized they support the hospital's mission but want to ensure they satisfy SEQR criteria, particularly traffic and neighborhood impacts. The council also approved a companion referral for merit review to planning bodies; the hospital and planning staff will now prepare materials for the formal review process and the council asked to be briefed when technical analyses are complete.
