The Newport City Council appointed Mark Collins to fill Council Position 5 after an executive session held July 20, 2026. The council closed the executive session at 8:17 PM and voted; Collins "received the majority vote and was appointed to Council Position 5 for an unexpired term to expire 12/31/2027." Clerk/Treasurer Theresa Schoener then swore in Collins.
The appointment followed interviews earlier in the meeting in which Councilmembers questioned the candidates for the vacancy. The action was completed by a majority vote; the minutes do not record individual roll-call tallies for the appointment.
