The City of Highland Park Zoning Board of Appeals on Aug. 6 approved Variance No. 2026-00073, allowing homeowner Jeffrey Kalinski to replace an existing shed at 85 Hemlock Lane that would sit 3 feet from the southern lot line — 9 feet into the 12-foot side-yard setback required by code.
Patrick, the city staff presenter, told the board the home (built about 1979 per the Lake County assessor) currently has a nonconforming shed and that replacing it would require a zoning board application unless the structure were moved 12 feet to conform. The application sought relief to place an 8-by-12 shed three feet from the property line because alternative locations are flood-prone or conflict with mature oak trees on the lot.
Applicant Jeffrey Kalinski, sworn to testify, said the shed is “used only for gardening” and described a heavily treed 225-foot lot that floods in places, making other locations impracticable. Co-owner Alicia Cook told the board the property now includes dozens of mature oaks and plantings that limit siting and that the replacement would be “a utility building” tucked out of view.
Board members repeatedly noted the replacement was for an existing structure and said the application met the relevant standards. “I think the standards…have been met,” said Member Harmalek, who cited the fact the new structure replaces an existing nonconforming shed and improves the property. Member Weisberg and other members voiced similar support.
Member Trace (mover) moved to approve Variance 2026-00073 as drafted; Member Arnoff seconded. The board conducted a roll-call vote and recorded ayes from members present; the motion passed.
The applicant may proceed with construction subject to any required permits and inspection.
