BISD delegates authority to superintendent to negotiate attendance-credit purchase with TEA amid recapture uncertainty

Trustees authorized the superintendent to negotiate and, if necessary, obligate the district under state law to purchase average daily attendance credits from the Texas Education Agency as a precaution against potential recapture.
Daryl reviewed TEA's preliminary recapture outreach and noted multiple unknowns — "They don't know our final enrollment...they don't know our state certified property values...they don't know our imminent tax rate," — and said the district must submit an intent letter by Sept. 1 so it can adopt a tax rate at the Aug. 12 meeting. After staff recommendations and a motion to delegate authority, the board voted to empower the superintendent to execute the contract if required.
The board recorded the motion and passed it by voice vote; staff will return with final contract terms if negotiations proceed.
