Local artist seeks city approval for BelRed mural, asks for updated right-of-entry agreement

Bailey Fuentes, an East Side artist on the city roster, described concept images for an architecturally scaled mural on a utility barn in the BelRed Arts District and said her 2025 grant project was deferred to 2026. "I need to get approval from the city. The city needs to just, like they need to have an internal conversation about, how that works, and then they need to update this right of entry agreement that they have," Fuentes said, asking staff to clarify the right-of-entry process and insurance requirements.
Fuentes said the project was awarded an extra $1,000 and that she plans to produce a largely black-and-white mural with a spectrum color accent produced from VR-based concept work; she requested staff help finalize access logistics and liability coverage so she can begin installation next year.
