Planner Danielle presented a rezoning proposal to convert the former South Columbia Elementary School site at 325 McCormick Road into a planned residential development (PRD) with a concept plan showing about 107 townhouse-style units, 40-foot buffers around the perimeter and a 25-foot buffer on Long McCormick Road. Staff noted the project would include private internal roads, proposed turn lanes at entrances and a required traffic study during construction‑plan review. The concept also showed amenities such as pickleball courts and garden areas and a staff condition to include play equipment in open space.
Multiple residents spoke at the public hearing, voicing concerns about traffic at the McCormick/Old Evans intersection, lack of sidewalks and potential safety issues for pedestrians. One resident asked whether a traffic signal would be added; staff said a traffic study would determine whether additional turn lanes or a light would be required during the construction‑plan review phase. After discussion, the commission recommended approval with the staff condition regarding play area and noted traffic engineering and mitigation would be addressed in later permitting.
