During public comment, Jeffrey Holder asked how the homestead tax relief mechanism established in House Bill 439 (effective Jan. 1, 2027) will be calculated and when it will take effect. "It just says it will be calculated," Holder said, asking the board to clarify the mechanism and timing for distribution.
County officials said the county has already set aside roughly $8.6 million (from an original closing amount of about $8.4 million plus interest) in anticipation of the Homestead Tax Relief Grant Fund. Staff and commissioners explained that transfers to the fund and the timing of any credits depend on the fund’s formal establishment under HB 439 and that the bill limits credit amounts (the transcript referenced an $18,000 cap on the exemption without a constitutional amendment). Officials cautioned that calculations may depend on year‑end assessments and fund balances before credits are distributed. No final distribution mechanism was approved at the meeting.
