On second reading during the Feb. 24 meeting, Councilwoman Kern moved and Councilman Smith seconded adoption of Ordinance 2-2026, a Calendar Year 2026 ordinance to exceed municipal budget appropriation limits and to establish a cap bank in accordance with N.J.S.A. 40A:4-45.14. The Municipal Clerk read the ordinance title and announced that copies had been posted and made available in the clerk’s office prior to the hearing. Public comment was solicited and none was offered; roll call vote was recorded as unanimous in favor and the motion carried.
The ordinance was presented as a procedural budget measure to create budget flexibility (a "cap bank") under state statute. The Clerk noted the ordinance’s publication schedule should it be approved; final publication was announced in the Press of Atlantic City on Feb. 28, 2026 per the minutes.
