Dorothy Flores, City Clerk, explained clerks are not required to produce verbatim minutes and said she attempts to capture word‑for‑word exchanges when controversy or extended discussion occurs. She offered to re‑listen to the audio and make amendments if necessary. Espinoza moved to have staff re‑review the audio and bring amended minutes back at the next council meeting; the motion was seconded by Councilor Frank F. Ortega and carried unanimously.
"I want to note that not all my comments if you will be in this," Espinoza said during the discussion. Dorothy Flores responded that clerks are not required to record minutes verbatim but would re‑listen and amend as needed.
