Council adopts annexation to allow 50‑site RV park on Rasband tract

The Belen City Council on Feb. 17 voted unanimously to adopt an ordinance annexing and zoning a 4.21‑acre parcel owned by Rasband Real Estate Investments for development as a 50‑site RV park.
Development Services Director Steven Tomita presented the proposal and said Planning & Zoning had approved the annexation and zoning recommendation. After the council opened the public hearing, no members of the public spoke for or against the ordinance. Mayor Robert Noblin asked for a motion; Councilor Rudy M. Espinoza moved to approve and Councilor Frank F. Ortega seconded. The roll call vote was unanimous in favor and the motion carried.
The applicant indicated that, until city utilities extend to the site, well and septic systems would be used and that the RV sites were intended for overnight use. A Rasband representative who remained at the podium offered to support local D.A.R.E. program supplies, saying she "would be happy to sponsor the next order of book, and T-Shirts." The council did not attach special conditions beyond standard annexation and zoning requirements.
Next steps include recording the ordinance and proceeding with any required utility planning or permits before site development begins.
