The draft would add shipping containers to the use table as an accessory use (not a standalone primary use), establish setbacks (standard accessory setbacks with potential 0-foot alley setbacks), require permanent affixation to the ground, mandate a 200-foot separation between approved containers and set a 20% approvable façade-material requirement.
A central point of debate was whether murals could count toward the 20% façade-material requirement. Staff asked whether the commission would allow murals to be considered in lieu of masonry or other approved materials; commissioners preferred treating murals on a case-by-case basis via a design exception and asked staff to craft language accordingly. The commission moved, seconded and approved a motion to recommend the ordinance to the Common Council with the condition that murals may be considered through a design-exception process.
