Jennifer Carnathan and Taylor Lovinggood presented a proposal to change Channelview ISD’s fiscal year for 2026–2027 during the Feb. 17 meeting, describing Board Policy CE (Local) and Texas Education Agency guidance.
Presenters said the district’s first-year implementation would require a 10-month accounting period with adjusted reporting. Stated benefits include a one-time increase in fund balance, earlier budget adoption, and better alignment with federal grant cycles; a downside cited was a busier summer workload for the Business Office. The presenters proposed a timeline: Feb. 17 presentation, March 17 board action on intent and policy update, April 21 approval of March minutes, and April 30 submission to the TEA.
Trustees did not take final action on Feb. 17; administration will return with an action item on March 17 as described.
