Staff presented draft countywide planning policy language that would require Clark County and participating cities to work cooperatively to adopt a countywide transfer-of-development-rights (TDR) program intended to support conservation (for example, agricultural land preservation) and to require interlocal agreements when UGAs expand under TDR terms.
Commissioners debated whether adopting that policy as part of the comprehensive-plan update would immediately subject any land added in this update to TDR requirements; staff said the policy can be amended and that the commission could add implementation timing or a deadline if it wants to make the policy clearer. "County and participating city shall work cooperatively to adopt a county wide transfer of development, right, TDR program," staff read from the draft policy; commissioners discussed proposing an amendment that inserts an implementation deadline (for example, beginning January 2027).
