Commissioners praised the document as a framework for fiscal accountability but asked staff to add a clear appeals process for unsuccessful bidders. The chair noted the document is a "live" policy and can be amended as needed.
The commission moved to adopt the policy with the understanding that language clarifying the appeals process will be added later; the motion passed in the meeting record.
