An engineer estimated about $750,000 would be required to make the property pad‑ready, and Jordan said the JDA budget includes continuing costs for "South Rivian" of approximately $785,000 to cover site needs.
Commissioner Rob Alexander asked whether the work would be put out for bid and Ledford asked whether the JDA is required to advertise in all four counties; Jordan said the engineer is handling the bidding and they advertise on the JDA website, and he said he would confirm whether local papers also carry notices. Commissioner Ledford emphasized that, given the scale of the expenditure, the JDA should follow a procurement process comparable to the county's and not limit advertising to the JDA website.
