The Columbia County Insurance Committee voted to recommend that the county pursue a CDPHP pharmacy-concierge program and refer the contract to the Columbia County Board of Supervisors.
Staff member (S2) described the program as pharmacist-led clinical outreach that contacts employees’ providers to identify lower-cost therapeutic alternatives. “So looking at 1,229 members at a dollar 75 PMPM, we were looking at, an annual cost of $25,809,” S2 said, adding that the vendor provided a projected savings analysis that estimated a maximum Savings of roughly $103,000 and offered to return at least the admin fee if realized savings fall short.
Committee members asked how the vendor would measure success and whether the county would bear risk. Staff said the vendor’s model is retrospective forecasting using prior claims and that the vendor guaranteed returning at least the admin fee if savings did not meet the projected level. S2 said the fee would be $1.75 per member per month and that the vendor would provide reports on contacts made and savings realized.
The committee moved and seconded a recommendation to take the program contract to the Columbia County Board of Supervisors; the motion was adopted by voice vote. The committee asked staff to request historical implementation examples and provider-response rates from CDPHP before final Board action.
Next steps: staff will request case studies and response-rate data from the vendor and present the proposed contract at the next Board of Supervisors meeting.
