Council initiates Sand Canyon annexation, requires Residential Low Density zoning and assumption of indebtedness

Community Development Director Curtis Lillquist presented a Notice of Intention to Commence Annexation Proceedings for approximately 15.5 acres to be known as the Sand Canyon Annexation. The notice was signed by owners representing 10% of the land’s value, initiating the annexation process.
Councilmember Castellente moved to approve the annexation boundary proposed in the December 2, 2025 Notice of Intent, require adoption of the proposed Residential Low Density zoning per Resolution 2023-45, and require assumption of existing indebtedness in the area to be annexed. Councilmember Arnold seconded; the motion passed unanimously.
The council’s action starts the formal annexation process; further steps will follow state annexation procedures and any required public-notice or hearing steps.
