The Belen City Council on Jan. 5, 2026, voted unanimously to confirm a series of personnel appointments following an executive session. Mayor Robert Noblin asked for and received council approval to appoint Roseann Peralta as city manager, Dorothy Flores as city clerk/treasurer and Charles Cox as Belen fire chief; each motion passed on roll‑call votes with Councilors Rudy M. Espinoza, Frank F. Ortega, Steven L. Holdman and Tracy Armijo recorded as "Yes."
Following the votes, Judge Keith Norwood administered oaths to the newly appointed city manager, city clerk and fire chief. The council also approved the city's lists for commissions, boards and committees and voted to affirm all city employees. The personnel actions were taken after the council met in executive session on personnel matters under the Open Meetings Act, Section 10-15-1(H)(2).
The motions were moved by Councilor Frank F. Ortega in each instance and seconded by either Councilor Rudy M. Espinoza or Councilor Steven L. Holdman as recorded in the meeting minutes. The council recorded the outcome of each vote as unanimous approval.
