Bollin provided program metrics: local average length of stay in the jail programs is 71.6 days versus a statewide average of 84.6 days, the local restoration rate is 90% compared with a statewide 76%, and transfers to the Department of State Hospitals are about 10% locally versus 23% statewide. She also noted the county is subject to an IST growth cap (Tulare's cap is 88) and that exceeding caps can carry sanctions she described as ranging from $125,000 to $150,000 per inmate. After discussion and no public comment, the board approved the amendment unanimously.
