City staff told the council the Blythe Municipal Code does not currently contain regulations specific to smoke shops and that such businesses can operate in commercially zoned parcels without proximity, age-entry, signage or security standards. Interim City Manager Mallory Crecelius said staff is seeking direction to prepare an ordinance and recommended a study session be scheduled so staff can draft potential development standards for council review.
Vice Mayor Rodriguez moved to hold a study session and Council Member Burton seconded; the motion passed unanimously. Staff will bring proposed regulatory options—such as minimum distances from schools and daycares, age restrictions for entry, signage controls and camera/security requirements—to the study session for council direction prior to drafting an ordinance.
