Council terminates emergency action and accepts sinkhole repair work near 900 N. Broadway

Interim City Manager Mallory Crecelius told the council that emergency repairs near 900 N. Broadway were completed to the satisfaction of the Public Works Department on February 23, 2026, and recommended termination of the emergency action declared January 8, 2026 under Public Contract Code section 22050(c)(3). The council voted unanimously to terminate the emergency declaration, accept the completed work performed by Robert Yates doing business as Cholla Construction, and authorize the Mayor and City Clerk to execute and file the Notice of Completion.
Council also authorized the Interim City Manager to release retention payments once the Notice of Completion is recorded and to release project bonds when appropriate. No public comment was offered. The action moves the project from emergency procurement to formal closeout and permits contractor retention and bond proceedings to follow the City’s standard process.
