Elegores said staff had been manually pumping 10 manholes along the affected segment to manage sewage backups and had closed a portion of the southbound lane for safety.
Elegores said the emergency action carried a fiscal impact of $175,210 from the sewer utility fund and described the contractor scope: vacuum tanker support to evacuate upstream collection, removal and restoration of asphalt as needed, repair of up to 20 linear feet of 8‑inch sewer main and epoxy rehabilitation of two manholes. He said the repairs were being advanced under the Public Contract Code emergency provisions because the condition posed a public‑health and safety threat and could trigger state fines if not addressed. Vice Mayor Rodriguez moved and Council Member Burton seconded approval of staff’s recommendation; the Council voted unanimously to authorize the emergency action.
