Brownfield cleanup update, change order covered by grant; Norfolk Southern agreement needs legal re-review

Steve Wilson told the commissioners that the county’s Brownfield project is nearing completion and that soil sampling conducted to date has tested clean. He said an additional change order related to the Findlay Benching Remediation is forthcoming but that the extra cost will be covered by existing grant funds.
Wilson also reported that a conference call with Norfolk Southern revealed a three-word change in the draft agreement that requires re-review by the county’s legal representatives before the county can finalize the arrangement. No contract was finalized at the Jan. 20 meeting; county staff flagged the need for legal review and will return with updates.
The board recorded no vote to authorize new Brownfield spending at the meeting; commissioners noted the grant will cover the anticipated additional remediation cost and asked staff to coordinate with legal counsel on the railroad agreement wording.
